AGREEMENT ON PRESHIPMENT INSPECTION
Members,
Notingthat Ministers on 20 September 1986 agreed that the Uruguay Round of Multilateral Trade Negotiations shall aim to "bring about further liberalization and expansion of world trade", "strengthen the role of GATT" and "increase the responsiveness of the GATT system to the evolving international economic environment";
Notingthat a number of developing country Members have recourse to preshipment inspection;
Recognizingthe need of developing countries to do so for as long and in so far as it is necessary to verify the quality, quantity or price of imported goods;
Mindfulthat such programmes must be carried out without giving rise to unnecessary delays or unequal treatment;
