國民經濟評價，按照資源合理配置的原則，從國家整體角度考察項目的效益和費用，通過計算項目對國民經濟的淨貢獻，評價項目的經濟合理性。
社會評價，重大工程項目和公共事業項目還需考慮其他社會政治目標，如地區或階層間的利益分配、就業、環境改進和社會安定等，費用-效益分析是進行國民經濟和社會評價的有效辦法之一。
