Most enterprise planning processes are not integrated and operate independently
Portfolio Management is usually collecting after-the-fact information on IT projects to produce a report that satisfies organizational reporting requirements. Capital Planning and Portfolio Management too often are not based on actual project data.
Solid project management should be the foundation for meaningful and actionable capital planning and portfolio management.
Business cases are still not part of many IT management processes despite OMB’s IT 300 mandate. Most solutions still lack the functionality necessary to develop good business cases.
Many Investment & Portfolio Management applications are “a toy for a few” rather than a practical tool for all stakeholders.
Collaboration between business leaders, program executives and subject matter experts which is key to the management of a holistic IT project portfolio is not happening
EPICCS – A Joint Solution from Microsoft and BearingPoint
BearingPoint and Microsoft jointly developed the EPICCS solution - combining BearingPoint’s extensive capital planning expertise with Microsoft’s innovative technology - creating a unique web-based Enterprise Planning Investment Control and Collaboration Solution (EPICCS) that helps Government agencies take control of their IT planning processes
Public CIO magazine awarded EPICCS with its “Innovative Government Solution” award. EPICCS enables the integration of the most important Capital Planning and Investment Control (CPIC) components: Exhibit 300 business case development, Portfolio Management and Project Management.
EPICCS primarily consists of COTS Microsoft applications which enables Federal agencies to use products they already own under their existing Microsoft Enterprise Agreements, and further reduces operating and maintenance cost. BearingPoint is waiving the EPICCS license fee thus further reducing the cost for the USDA to acquire a new and improved capital planning solution.
